Preheat your oven to 375°F (190°C). Lightly grease a 9-inch pie dish or quiche pan.
Layer tortillas: Line the pie dish with tortillas, overlapping them to cover the bottom and sides. Trim if necessary.
Prepare the filling:In a large bowl, whisk together the eggs, milk, salt, pepper, and garlic powder until fully combined.Stir in chopped onions, bell peppers, spinach, and half of the shredded cheese.
